Pasadena, Texas is a progressive
suburban city of 150,000 located on the southeast edge of Houston.
Chief of Police Paul D. Cobb contacted Swift Computers when it came
time to replace an unreliable and inefficient recorder for the
departments communications. Chief Cobb was looking for an
integrated solution that could capture, store, and quickly recover
conversations from the departments two (a 12 channel and a 7
channel) trunked radio systems, 8 - 911 telephone lines, 5 - mutual
aid conventional radio channels, and 3 digital PBX lines.
Plus, the recording system needed to accommodate the communication
recording needs of several city agencies, several surrounding cities,
and other public entities where the Pasadena Police Department
provides trunked radio communication services. With the previous
solution, only the 911 lines and a few of the trunked talk groups
could be recorded. Conversation retrieval was very time consuming and
only occasionally yielded usable results.
The SwiftSolution consisted
of a pair of SwiftSTOR® II
Communication Recovery Systems working in tandem to provide a
failsafe, redundant recording solution. Now, all of the more than 30
departments and agencies using 2000+ individual radios and 130+ talk
groups in addition to 911 telephone lines and conventional
frequencies are recorded using one tool. Instead of having to wait in
line to use a dedicated playback station, Chief Cobb and many other
authorized users can simultaneously recover specific conversations
quickly and easily from their desktop using the SwiftSTOR®
II Recovery and Playback Software. Combined searches
of incoming 911 calls and related radio transmissions provide
convenient reconstruction of an event from beginning to end. If a
conversation is needed as evidence, the responsible officer can
provide certified copies of recordings on CD or other media for use
in court. Disk drives in the SwiftSTOR® II
provide 60+ days of on-line storage for quick access while DDS-3 DAT
tapes provide over a month of archival storage on each tape.
In addition to the standard
Playback and Recovery Software, Pasadena has provided each dispatcher
workstation with the optional SwiftSearch Quick Playback
Software. The SwiftSearch Software provides mouse
click selection of up to 4 predefined searches for quick replay
ranging from the last few seconds to up to the last 30 minutes of
recent transmissions. The Pasadena SwiftSTOR®
II installation incorporates several unique
capabilities to help assure reliability: · Two complete
independent recording systems operating in parallel. · Each
system has two independent sources of AC power - Building Power and
UPS Power. · Each system has two DC power supplies in parallel
for the radio receivers and accessories. · Off-the-air recording
permits rapid detection and troubleshooting of the trunked radio
systems. · Each system rack is mounted on casters to permit
rapid access for servicing in a limited space.
The Pasadena SwiftSTOR®
II Communication Recovery System installation,
pictured here was surprisingly economical when compared with
traditional trunked radio system recording methods. The traditional
method of capturing a trunked radio system is to de-trunk each talk
group and then provide a channel of recording for each talk group.
The patented SwiftSTOR® II
method of capturing everything and then de-trunking only what is
wanted is substantially more efficient and it requires significantly
less costly hardware than the traditional method. Even with the fully
redundant installation and the use of radio receivers for each RF
channel, it is estimated that Pasadena saved at least $200,000 over a
traditional installation. On top of that, Pasadena saved even more by
recycling and reprogramming obsolete radios as fixed frequency
receivers to drive the SwiftSTOR® II.
